Why did the CPS exacerbate racial tensions?

A few decades ago, Emma West would have been treated as a drunk and dis. She would have been fined and that would have been the end of the matter.

Ditto John Galliano.

Drunkenness in a public place
Any person who in any public place is guilty, while drunk, of disorderly behaviour may be arrested without warrant by any person and shall be liable on summary conviction to a fine not exceeding £50.

For reasons best known to itself the CPS decided to exacerbate racial tensions.

Would anyone like to explain why?
