Who would take over if David Cameron falls under a bus in Paris?

It seems Peter Bone MP is saying that members of Cameron's cabinet who are also Conservative MPs have an order of succession as proposed at

As things stand, I have a better idea, because I really really don't want Theresa May stepping into the shoes of David Cameron.

I therefore propose that the Shadow Cabinet Conservative MPs choose a rule a leader under the Papal Conclave rules.

Sadly, for Michael Gove, who is the cleverest member of the Conservative Party, he is not actually a member of the Cabinet though he can attend cabinet meetings.

I imagine under these rules George Osborne would end up getting the job.
