Would God be more disapproving of one-party atheists or democratic idolaters?

There are Seven Noahide laws which righteous gentiles are supposed to follow in righteous gentile nations.

These laws forbid murder, theft, sexual immorality, eating flesh from a living animal. They also require a court and legal system to enforce the previous four laws.

Additional to these two are the requirement to forbid idolatry and blasphemy, which atheists and polytheists would ignore. Presumably, they would have to be judged according to how much they obey the first five.

I have no access to crime statistics of China (atheist) and India (polytheist), but which do you think is more likely to have a lower crime rate?
