You'd like to believe that good will be rewarded and evil punished, wouldn't you?
If the person says no, then he would be assumed to be an evil person hoping to avoid punishment for his evil deeds. The opinions of such people can be dismissed and ignored.
If he says yes, then he would be informed that only belief in God and obedience to His laws would make it logical to believe that good will be rewarded and evil punished. If we do not quite believe, it is still useful to obey so that in time, we will also believe if obedience improves our lives and our society. Spirituality is feeling safe and good when we know we are in harmony with God's laws.
