Racially Aggravated Offences are now being prosecuted to the fullest possible extent

Say something that offends and hurts the feelings of a person of another race in a public place and you could be prosecuted under a public order offence that attracts a custodial sentence.  

Do you sometimes wonder if the time and resources of UK courts are being used rationally and effectively?

Would you say the British are well-governed or are you inclined to think that they are the laughing stock of the world?
