A definition of racism

It seems racism is when you cause offence to a member of another race, whether intentionally or unintentionally, whether or not what you say is true, logical and moral. If we are allowed to be offensive to members of our own race, why can't we be offensive to members of another race? If we are going to make politically-charged comments, then we should be required to defend them in a physically non-threatening environment. This is what the government and social media should allow us to do to exercise our right to free speech as well as the free exchange of ideas. Not that hard, is it?
