It just means not being guided by the best available guide to humanity and making an idol of your own dumb opinions and worshiping it.
Why is this worse than a sharia theocracy?
Because if everyone worships his own dumb opinions in a democracy, people would just be killing each other believing that they are all equally entitled to be heard.
"My dumb opinion is just as good as your dumb opinion!"
At any rate, atheism in a society fuelled by narcissism and nihilism is not going to let anyone be heard except through force or fraud. This means the biggest fraud and most thuggish person wins.
People really do get the government they deserve.
