Theological Distinction: Apologetics and biblical scholars often distinguish between moral evil (sin) and providential calamity (suffering or judgment).  In this context, "evil" is understood as trouble or adversity permitted by God to accomplish His purposes, such as the judgment of Babylon or the restoration of Israel, rather than the creation of sin itself. 

Historical Context: The verse addresses the Magian religion of Persia, which believed in two co-eternal forces (good/light vs. evil/darkness).  God declares His supremacy, asserting that He alone controls both light and darkness and peace and war, refuting dualistic beliefs.

Parallel Structure: The verse uses poetic parallelism where "light" contrasts with "darkness" and "peace" contrasts with "evil/calamity." Just as God is the creator of physical light and natural darkness, He is the sovereign author of well-being and the calamities that serve as corrective or judicial measures.
