This is what I suggest:

1. Anyone who complains of domestic violence will be asked if /she had done anything to upset the alleged perpetrator of DV.
2. They will be told to go before a Domestic Violence Tribunal at which sensible people like me will sit.  
3. If there are no visible signs of injury or bruising there will be no hearing and the matter will not be taken further.
