How YouTube should deal with appeals against strikes

1)  Require the complainant to specify the words objected to.
2)  Require YouTube to give a reason why an appeal was dismissed.
3)  Allow the the option of the parties appointing an arbitrator.
4)  Require the arbitrator to be given a review by each of the parties after giving a decision.
